Other states had refused to sign the newborn Constitution up to " Bill of Right" only after 10 changes were added to the Constitutional Convention. Besides many people thought that theese rights had been already garanted by the new Constitution, and also thought that it must be the end, and Roald Island also had ratificated the new Constitution.
