зачем запускаешь блокнот от имени администратора и вставляешь вот этот стандартный hosts

localhost name resolution is handled within DNS itself.
127.0.0.1 localhost
::1 localhost

кхм. Это текстовый файл. Его руками создать можно за 2 секунды.

Бывает пустой, но чаще всего его суть в 1 строке

Если ДА, то вам только нужно скачать файл .bat и запустить его на своем компьютере. Очистить hosts.
