тебе надо корневой файл изменить вот адрес на 7 винде
C:\Windows\System32\drivers\etc\hosts.ics открыть как блокнот и привести вот в такой вид:

если там есть vk.com или что то в этом духе то стирай и все заработает (по крайне мере это одна из. . причин может быть)

если у тебя другая винда или другая ОС напиши в личку дам нужный адрес

возможно файл хост "заражён" - лечить надо...
