1. rules заменить на → ruled
2. makes → made
3. is born → was born; comes → came
4. takes → took
5. promises → promised
6. falls → fell, dies → died
7. arrive → arrived; see → saw
8. rides → rode; comes → came; pulls → pulled
9. watch → watched; pushes → pushed
10. shines → shone.

Упр. 4.
В левой части (слева от скобок) везде надо просто "Who" заменить на слово из скобок, и получится полный ответ на вопрос.
Справа:
1. She often speaks on the phone.
2. Who → My elder brother; your → our
3. Who → My sister; your → our
4. Здесь что-то не так, слово из скобок использовать нельзя. Вряд ли менеджер носит письма менеджеру. Придётся импровизировать :)
Our secretary brings the mail to the manager.
5. My nephew often plays computer games.
6. He often goes on business.
7. He is fond of swimming.
8. They usually have supper at 7 o'clock.
