Ну по крайней мере это Швеция. Дальше сказать не могу, забанят.

по айпи пробиваешь провайдера

ломаешь БД провайдера вытаскиваешь информацию о айпи

если айпи динамический то мудрить уже с алгоритмом надо ...в любом случае тебе мозговитый кодер нужен ...мозговитый, бестрашный, с кучей времени и мощным компом =)))

не факт что это маска или прокси.
