Однако, употребление настоящего времени в подобных предложениях говорит о том, что описанная ситуация все еще актуальна.
2) и 8) Если из контекста ясно, что обозначенный момент все еще относится к будущему (относительно момента речи), то как вариант, можно употребить настоящее время, соответственно:
Margaret asked Richard where he IS/WAS going on his holydays.
Peter asked me where I AM/WAS going to have dinner.
