It could be a hoax, but if it is new Russian technology, I wouldn't be surprised.

A lot of Americans think the Russians are backward. But remember they sent the first satellite into space, they put the first man into space, and the first woman into space. They are smarter and more educated than many Americans think. That may be their secret weapon. To lull Americans into believing they are not advanced.

They have been working on advanced propulsion systems for over 60 years. If they got it to work, than they are light years ahead of everyone else.
