These bulbs are to be delivered to an addressee according to the law which says/states that vegetables are considered as a parcel. The man on the picture is Reginald Bray.
It all started in 1898 when the Royal Postal Service Manual got into Reginald's hands. The manual contained a slogan stating that the postal service is ready to deliver a parcel of any size from a bee to an elephant. Bray took it literally and since then he's been testing the English postal service for 40 years
He's been sending post cards where in the "TO" section he wrote "Any London house" or he was putting puzzles as an address.
