вот так чистый хост выглядит..
да и все строки с рещетки начинаються.. а значит не действуют

Здесь нет рабочих строчек. Только комментарии. Даже блокировка телеметрии отключена.

Вам вредоносное ПО drweb убрал блок со сборщиков телеметрии от мелкомягких, закомментировав это. Ничего тут плохого нет, просто "антивирус" вам слежку возобновил.
