Traffic jams are a serious problem. There are such problems in our country too, but they aren't so serious as in other countries, for instance, as in Russia. I consider the traffic jams problem should (need) be resolved by the government. The wish and money are father of the deed. As for me, to resolve traffic jams the following should be done:
- underground (subway) should be constructed;
- a greater amount of underground walkways should be built;
- maintenance of motor-roads in the daytime should be prohibited;
- special traffic paths for public transport should be done\constructed\created;
- a car gateway shouldn't be allowed to these traffic paths.

Traffic congestion is a serious problem. In our country, they are also there, but not as serious as in other countries such as Russia. I believe that the problem of congestion must be addressed to the Government, it was only the desire and money. Well, my opinion is that traffic jams have to fight this way:

To build a subway
To construct a large number of underpasses
ban road repairs in the daytime
Create special lanes for public transport and avoid leaving these strips cars
