Вовсе необязателен второй глагол (хотя он подразумевается), так как для разговорной речи такие команды редко отличаются полносоставными предложениями. Например, подсадить кого-то на велосипед: (a) to help sb on to the bicycle и (b) to help sb (to) mount the bicycle. Другой пример с лошадью: A trainer helped the actor onto the horse right before filming began and waited just off-camera.
