Кирилл Сабитов уже подсказал куда смотреть. Осталось набрать в поисковике ABSOLUTE DATABASE и.. .

Похоже, этот файл - база данных какой-то программы. Если база не зашифрована - есть шанс открыть специально написанной программой, для этого нужен человек, умеющий программировать в Delphi.
