Англичане предпочитали за деньги нанимать людей для охраны порядка. Каждый мог задержать преступника, привести его к мировому судье и предъявить обвинение. Если обвиняемого осуждали, то задержавший получал вознаграждение, что часто вызывало месть сообщников осуждённого.
For centuries, England had neither public prosecutors nor a true police. Maintaining public order and protecting property were considered the citizens' own business. But no one wanted to do it. The English preferred to hire paid law enforcers. Anyone could detain a criminal, bring him before a magistrate and file a charge. If the person accused was convicted, the detainer would be remunerated, which would often lead to acts of revenge on the part of the convict's accomplices.

But nobody wished to be engaged in it. Englishmen preferred to employ for money people for order protection. Everyone could detain the criminal, lead to its world judge and bring accusation. If the accused condemned, the detained obtained reward that often caused revenge of accomplices of the condemned.
