It depends on what you are going to study. If you are determined to study POlitics, Internaitonal relations and fields like these ones you had better enrol to Universities loctaed in Washington. In Washington ther is Georgetown University, my firend graduated it in 2006 and now is working for World Bank.
But do not think that Calofornia is lagging behind in education. The image of California as entertainment place was created by Hollywod. Los Angeles is not whole California. If you look at GDP of this state you will get shocked as it is the same that of France. Yeah, I am not exagerating. Such economic miracle was achieved with help of Sillicon valley. It is known as heart of innovation in the world.
The human power for Sillicon valley is supplied by first of all Stanford University and California State University loacted in Berkley. Stanford always ranks among top Universities. Its annual budget comprises 1 000 000 000 US dollars.
SO not it is up to you where you want to study. If you are going to major in politics your destination is Washington. If you want to study IT or get MBA degree California is the best place to study. In this regard it has no equal.

Ну вообще-то всё зависит от конкретного ВУЗа и конкретной специальности. И там и там есть хорошие и плохие ВУЗы. Посмотрите в интернете разные американские рейтинги и определитесь.

Безпринципиально - и там и там хорошо. Просто надо обределиться с учебным заведением. Что вы именно хотите? Какая область? и тд.
