Тут сомнения, поскольку, если выбор лишь между двумя временами, тогда можно. Но я бы здесь задействовала другие времена.
He tried to phone, but he could not get through. He was really upset. Only she did not wish him a Happy Birthday.( She was th only who did not wish...)

Никогда не слышала, чтобы возникала трудность с Present or past simple. Первое время - настоящее, второе - прошедшее. Даже не знаю, как лучше объяснить. Может, вы в конкретном каком-то пункте сомневаетесь?
