Boring, в отличие от dull в значении неинтересный, еще и раздражает. Кроме того, у dull есть и другие значения - неяркий, негромкий, приглушенный, тусклый.

dull вообще-то

boring - надоедливый, неинтересный, скучный
It was boring to sit there without anything to do. — Было скучно сидеть без дела.
dull - скучный, надоедливый, занудный
dull subject — скучная тема
dull beggar / fish — зануда

я так понял, boring - это настолько скучный и неинтересный, что просто утомляет людей. нудный, слишком долгий (о времени)
dull - просто не вызывающий интереса, ни капли не захватывающий
