I want to go to university IN Russia - Хочу поступить в университет в России, артикль не нужен, да и прилагательное Russian там ни к чему, нужно название страны.
on Faculty of Foreign Languages - предлог ON здесь чисто русская калька "поступить в университет НА факультет ...) Они скорее скажут
I want to go to university in Russia to specialize (= to major in) in Foreign Languages ​​and public relations. Ну или хотя бы
I want to go to university in Russia to study at the Faculty of Foreign Languages ​​and public relations.

С контрастом (противоположностью русской культуре) тоже не всё гладко. Проблема в предлоге. Прочтите внимательно:
