I am a post-graduate student of chair of judicial and law-enforcement activity of faculty of law. I write the dissertation on a scientific speciality 12.00.11"Judicial power, public prosecutor's supervision, the organisation of law-enforcement activity, legal profession". The theme of my dissertational research is called "Functions of the chairman of regional court in realisation of effective justice". The regional court takes a place of the basic link of courts of the general jurisdiction of the Russian judicial system. The majority civil and criminal cases is considered by regional courts. Work of regional court will be organised by the chairman of court. Efficiency of realisation of justice depends on the correct organisation of work of court. However now the status of the chairman of regional court has no sufficient legislative regulation. Therefore I consider, that it is necessary to establish a legal status of the chairman of court legislatively. It is necessary to establish scientifically proved requirements to candidates on a post of the chairman of court. It should be skilled, wise and highly professional person. Also I suggest to specify in the law the rights, duties, functions of the chairman of regional court. All it and many other things will allow to raise quality of work of regional courts.

However at present status of the chairman of the district court has not a sufficient legislative regulation. So I consider that necessary legislative to install the legal status of the chairman of the court. Necessary to install scientifically motivated requirements to candidate on job title of the chairman of the court. This must be experienced, wise and high professional person. Also I offer in law to indicate the right, duties, functions of the chairman of the district court. All this and a great deal other will allow to raise the quality of the work district court.
