Кстати говоря, слово - the workers - стоит во множественном числе, а потому формы - says-has said - недопустимы, потому что это третье лицо единственного числа!

Рабочие сказали, что они работают на дороге вне здания и что они хотят немного чая

Думаю, дела обстоят так: рабочие работали с какого-то момента в прошлом до того момента как им (в прошлом) захотелось пить - результат после тяжелой работы. То есть пить им (в прошлом) захотелось раньше, чем они об этом заявили, поэтому рационально использование Past Perfect.

The workers SAID that they HAD BEEN WORKING on the road outside the building and they HAD WANTED some tea.

Либо все можно отнести к настоящему времени, тогда
The workers SAY that they HAVE BEEN WORKING on the road outside the building and they HAS WANTED some tea.

The workers says that they works on the road outside the building and that they wanting some tea.
