Начиная с 7, в этом файле вообще нет рабочих строк. Намек понимаете?
В системах до 7 рабочей является лишь строчка "127.0.0.1 localhost".

Из него открыть этот файл.
Удалить всё что в нем, и вставить то, что Жуков написал

этот файл - не самый обязательный для винды. В принципе он нафиг не нужен

Можно создать пустой, от него толку будет столько же, как от стандартного. А вот если там были прописаны доп. строки, нужно ЗНАТь какие.
