This is a black-and-white still from an old comedy. In the foreground a man clings to the hand of a big tower clock. He wiggles his legs in desperation trying to pull himself up into safety. In the background one can see city streets with tiny cars and people walking around unaware of that is happening above.
In the foreground I see a funky man, who maybe is trying to stop the time. His face is a bit sad. In fact, this picture is fantasy, because the man is much bigger than other people in this town. In my opinion, it is not big city in England. But I can't say exactly. In the foreground we can see buildings and people. The main idea of this picture is: "Oops, I am caught redhanded!"

The man hanging from the clock is Harold Lloyd, a great comedian of the silent movie era. This is a still from a comedy Safety Last! (1923) with its riotous climb up the wall of a downtown L.A. department store. A we can see a man desperately trying to climb up by hanging on to a hand of a clock on the side of the building. The top of the clock is slowly starting to come apart as the main character swings his legs in agony trying to pull himself up.
