Если речь о сослагательном наклонении в конструкции it is (about) time someone did something, то правильно так:
He looked at his watch and decided it was time he made another call.
Он посмотрел на часы и решил, что пора бы ему позвонить снова.
Несмотря на то, что сказуемое looked стоит в форме Past Simple, сказуемое в придаточном he made another call стоит в форме made (а не had made). Причина в том, что в данной конструкции не соблюдается согласование времен.
