Соответствует сугубо формальному "Neither the education library HAS the books that the professor recommended nor (HAS) the psychology library" 
То есть ни одна из библиотек (поврозь) не имеет - поэтому единственное число.

Для перечисления (этих NOR может быть несколько! ) удобнее убрать глагол в конец предлагаемой конструкции: "Neither the education library nor the psychology library HAS the books that the professor recommended" - и всё равно, из всех перечисленных "ни одна не ИМЕЕТ".

Хотя в неформальном общении, разговоре - употребимо и мн. число HAVE...

When singular subjects are are connected by "neither... nor", the verb is normally singular, but it can be plural in less formal style.
e.g. Neither James nor Virginia was at home. (formal)
Neither James nor Virginia were at home. (less formal)
