В Госдуму внесли законопроекты, которые предполагают арест за «явное неуважение» к государству и штрафы за фейковые новости в интернете

Авторы законопроектов предложили штрафовать на сумму до пяти тысяч рублей или арестовывать на срок до 15 суток за онлайн-публикации, которые выражают «в неприличной форме явное неуважение к обществу, государству, официальным государственным символам РФ, Конституции РФ и органам госвласти».

Поправки предлагается внести в статью о мелком хулиганстве. Авторы поправок также предлагают блокировать ресурсы, которые распространяют подобную информацию.

В пояснительной записке говорится, что предлагаемые меры направлены «на обеспечение общественного порядка и уважения к обществу и государственным институтам».

Второй законопроект предлагает ввести штрафы от пяти тысяч до миллиона рублей за распространение «недостоверной общественно значимой информации, распространяемой под видом достоверных сообщений». Сумма штрафа варьируется в зависимости от того, кто совершил правонарушение — гражданин, должностное лицо или юридическое лицо.

Поправки предлагают внести в статью «Об информации, информационных технологиях и о защите информации». Авторы поправок также предлагают ограничивать доступ к ресурсам, которые распространяют фейковые новости.

Авторы инициативы считают, что она поможет предотвратить угрозу общественному порядку в России и закрепляет «правовые гарантии против злоупотреблений свободой слова».

The Duma made bills that suggest arrest for "apparent disrespect" to the state and fines for fake news on the Internet

The authors of the bills proposed to fine up to five thousand rubles or arrest for up to 15 days for online publications that express “in indecent form a clear disrespect for society, the state, official state symbols of the Russian Federation, the Constitution of the Russian Federation and state authorities”

Amendments are proposed to make an article on petty hooliganism. The authors of the amendments also propose blocking resources that disseminate such information.

The explanatory note states that the proposed measures are aimed "to ensure public order and respect for society and state institutions."

The second bill proposes to introduce fines ranging from five thousand to one million rubles for the dissemination of "unreliable socially significant information disseminated under the guise of credible reports." The amount of the fine varies depending on who committed the offense - a citizen, an official or a legal entity.

Amendments offer to make an article "On Information, Information Technology and Information Protection." The authors of the amendments also propose to limit access to resources that spread fake news.

The authors of the initiative believe that it will help prevent a threat to public order in Russia and establishes “legal guarantees against abuses of freedom of speech”.
