Частенько встречал конструкции типа "I are.." или "He/She am..." - в каких случаях их используют?

Ни в каких. . Это ошибочные конструкции. С большой вероятностью, тот, кто их использовал, не знает английского.

это только для рифмы. смысл то понятен, но с точки зрения грамматики - это неправильно.

исполнители/авторы песен часто идут на нарушение правил только для рифмы, созвучности фраз

еще раз - в официальном английском нельзя использовать. слэнг или личное общение - это ваше дело. нет правил для такой конструкции.
за много лет за бугром я не слышал использование ее в повседневном общении (попсу не слушаю)

Бред. Так могут говорить только выпускники первого года обучения дурдома "Солнышко". Правомочны следующие варианты:
1. Aren't I smart? - только в такой вопросительной форме.
2. You is what you is - только в среде братьев и реднеков.
Про частенькость употребления приведенных сочетаний Вас кто-то нагло обманул.

да какие к черту конструкции? это безграмотность пользователей. Сколько изучаю анг-яз, и никогда ничего подобного не было! С I употреб-ся am,С He/She-is,с they,we-are
и никаких других вариантов нет!
