Вообще-то, есть правило. Если простая форма глагола (это всего 2 времени - Present Simple и Past Simple), то all перед глаголом. Если же форма сложная (то есть имеется вспомог. глагол в утверждении) или модальный глагол есть, то all стоит после вспомогательного или модального. А также после to be, кстати.
We all study hard.
We are all studying hard now.
We have all been studying hard for the past few months.
We should all study hard.
We are all hard students.
Правильно либо так:
The teacher asked if we had all remembered to bring our textbooks to class.(то есть 2 ваш вариант)
Либо надо брать all of us как подлежащее. The teacher asked if all of us had remembered to bring our textbooks to class.
