If the SELLER doesn't make a decision within the term (или by the date) stipulated in Clause 8.4 of this contract, the BUYER is to make the necessary arrangements with the representative of Chamber of Commerce and Industry about acceptance of the goods.

Пункт в контракте - clause или article, но не point или paragraph - это ТОЧНО! Посмотрите хоть один контракт на английском!!!!

If, within the time frame specified in paragraph 8.4 of the contract, the seller will be decided, the Buyer is obliged to arrange receipt of the goods with a representative from the chamber of commerce.

If during the terms specified in point 8.4 of the contract, the SELLER the decision is not accepted, the BUYER is obliged to organise acceptance of the goods with participation of the representative of commercial and industrial chamber

Within the time date specified in the point 8.4 of contract the seller won't take the decision then the buyer must to arrange acceptance of the goods with participation of the representative of commercial and industrial chamber.

If seller (salesperson) wouldn't make a decision during the day,indicated in contract clause 8.4, customer have to organize receiving of the goods accompanied by representative of Chamber of Commerce and Industry ( или просто Chamber of Commerce)
