But everything was useless. There were not state theaters in England before, and there are not them now too. Theater business is wholly in entrepreneurs` hands.
In 1949 the House of Commons of the British Parliament decided that was necessary to build a house for the National Theater. For thirteen years nothing was being done to realize that decree. Only in 1962 a company was set up, steps for its partial financing by the Arts Council were taken, and a place for building was alloted. The house was finished in 1973. The National Theater started working in the Old Vic Theater.
But everything was useless. There were no state(-owned) theaters in Britain before, nor there are any now (there have never been...). Theater business is/has been wholly in the hands of entrepreneurs.

But everything was in vain. There were no state owned theaters in England and there are not any still. The theater business is wholly in entrepreneurs` hands.
In 1949 the House of Commons of the British Parliament decided that it was necessary to construct a building for a national theater. For thirteen years nothing was done to implement this decision. Only in 1962 a troupe was set up, some measures for its partial financing by the Arts Council were taken, and a plot of land for the construction of the building was alloted which was completed 1973. The National Theater started performing on the premises the Old Vic Theater.

But everything wеnt wrong as there never had been any state (repertory) theater in England... As well as now - and the theater business is wholly in entrepreneurs` hands (ИЛИ... being run wholly by entrepreneurs)

In 1949 the House of Commons of the British Parliament decided (that it was necessary - ИЛИ УБРАТЬ) to build a house for the National Theater. But for thirteen years on nothing had been done to realize that decree. Only in 1962 a company was set up, steps for its partial financing by the Arts Council were taken, and a place was alloted. The building was finished in 1973 and.the National Theater started working as the Old Vic Theater.
